City Government of Carmona and SM Prime mark topping-off of new Carmona City Hall

The City Government of Carmona, in partnership with SM Prime Holdings, has marked the topping-off of the New Carmona City Hall—a defining milestone within the 200-hectare SM Carmona Central. 

Beyond the structural milestone, the ceremony marks steady progress in integrating civic infrastructure within a master-planned district in southern Cavite.

A civic anchor for a young and rising city

Officially a component city since July 2023, Carmona is among Cavite’s fastest-rising local government units, ranking sixth richest in the province in 2024 based on total assets. The new City Hall strengthens the city’s ability to serve a growing population while reinforcing its trajectory as an emerging economic hub.

“This City Hall represents accessibility, transparency, and modern governance,” said Carmona City Mayor, Honorable Dahlia Loyola. “It reflects the direction Carmona is taking — forward, structured, and ready for the future.”

Strategically located within SM Carmona Central, the facility becomes the institutional core of a mixed-use district that integrates governance, commerce, mobility, and future residential communities within one coordinated framework.

Infrastructure first: Building with structure and purpose

For SM Prime, embedding civic infrastructure early in estate development reflects long-term discipline in urban planning.

SM Carmona Central is envisioned as a large-scale mixed-use development that will include a future SM Mall near the SLEX interchange, a planned National University campus, transport connectivity through a dedicated Bus Rapid Transit (BRT) line, and a network of commercial, institutional, and open green spaces. 

When civic institutions and commercial components rise in parallel, the result is a district where services, employment, education, and daily conveniences converge within a defined geography, strengthening both economic resilience and community functionality.

Carmona already hosts major industrial zones such as the Carmona Industrial Estate and Southwoods Industrial Park. With improved infrastructure and estate-level planning, SM Carmona Central is positioned to become a structured expansion node within the broader South Luzon corridor.

Its location near major expressway systems enhances connectivity to Metro Manila and neighboring provinces, supporting its role as a strategic southern gateway.

The integration of transport, institutional anchors, and commercial hubs reinforces land value stability while encouraging complementary investments around a stable civic core.

The topping-off of the New Carmona City Hall marks a significant phase in the development of SM Carmona Central. As structural works transition toward completion, the project signals that institutional infrastructure is firmly taking shape within the township.
